jan lokpal bill will collapse govt system?
After going through entire janlokpal bill draft and its detailed analysis, as demanded by Anna's team , i foresee that if this draft is accepted , then it will create a more powerful n more corrupt system parallel to govt system . here i m not going to bigger issues like inclusion of PM or judiciary in jurisdiction of janlokpal bill , but focusing on core n major part of janlokpal bill.
the points which arise in my mind are:
1. the time lines for which janlokpal talks about for disposal of cases --would force a huge no of officers n employees to be employed under lokayukta . now from where would these officers n employees come? Again they will come from same system from which at present govt officers n employees are coming. will these people be honest only and will not be corrupt? they will be actually . even if some top 10 members of lokpal bill are very honest , they will have to be dependent upon investigation done by these officers ---n here there is equal scope of corruption.
2. What if , a complain is registered against employee of lokayukta system ? it will be investigated n disposed of in one month.ok. but who will investigate? i think its again the members of lokayukta ---here wont a red-tapism will originate? it will for sure one member will save other n no fair investigation will be done.
3. At present govt officers work n some of them become corrupt , while those who are honest take several decisions based on their intellect n facts at front . if intellect were not be imposed n decision were able to be taken on basis of facts only then there would not have been a need of an officer becoz then decision would have been taken a clerk or computer only. Now , lokyukta will have power to question their each n every decision --why did u think this not that etc---this will force govt officers to not take any decision n it will result in total collapse of govt machinery.who will work --that too at less salary compared to private sect , n further under fear of mr lokayukta throughout their career.
4. why should kokayukta have power to impose departmental penalties on officers before getting the decision vetted by courts.
so , summary is, it will create a parallel system of corrupt people whose whole purpose will be to blackmail govt officers n employees n earn benefits by corrupt means . it will be worse situation than present govt system --in which officers work n become corrupt . in lokyukta sytem --people will blackmail n become corrupt. question is --who will work then.
this blackmailing may be seen in anna's approch who by using some 2-3 lcs supporters n media wants to challenge democratic system n supremecy of parliament.
